Content area hours
According to §227.10 (a) (4) (A-C), below is the criteria for subject specific content hours:
- A minimum of 12 semester credit hours in the subject-specific content area for the certification sought, unless certification sought is for mathematics or science at or above Grade 7; or
- 15 semester credit hours in the subject-specific content area for the certification sought if the certification sought is for mathematics or science at or above Grade 7; or
- a passing score on the appropriate content certification examination (PACT) as specified in the figure below.

Individuals who are officially enrolled in an accredited college or university, and are scheduled to graduate, may be considered for conditional admission (§TAC 227.15) into the EiT Program.
A candidate admitted on a contingency basis may begin EiT Program training pending receipt of an official transcript showing degree conferred. The contingency admission is valid for only the semester in which the conditional admission was granted and may not be extended for another semester.
All applicants selected to participate in the EiT Program under Contingency Admission must meet the Admission Requirements. It is the applicant’s responsibility to submit an official transcript showing degree conferred and meet all EiT Program requirements within the required time frame. All fees are non-refundable.

1. Foreign credential evaluation
The countries listed (click link below) have been approved by the State Board for Educator Certification (SBEC) to satisfy the English language proficiency requirement. To be exempted from the Test of English as a Foreign Language internet-Based Test (TOEFL iBT) testing requirement, a certification candidate must have earned an undergraduate or graduate degree from an institution of higher education on the SBEC-approved list of countries.

- 24 on the Speaking
- 22 on the Listening
- 22 on the Reading
- 21 on the Writing
Criminal history
An employing school district & Texas Education Agency (TEA) will conduct a criminal background check & having a criminal record could jeopardize employment with a school district or issuance of a Intern or Standard Certificate(s) by TEA.
In the event that an individual applying for admission into the EiT Program, an EiT Teacher Candidate and / or an EiT Intern becomes ineligible for certification due to a criminal conviction for a felony and / or certain misdemeanors all payments submitted to Excellence in Teaching (EiT) are not refundable. This includes the application fee, EiT Instruction Fee, EiT Internship Fee, certification testing fees and state fees.
Preliminary Criminal history evaluation
A Preliminary Criminal History Evaluation (PCHE) is an evaluation of eligibility for a Texas educator certificate based on your self-reported criminal history. Prospective candidates, may request to TEA a PCHE for a non-refundable fee of $50. The evaluation is voluntary and non-binding. During the process, TEA staff will obtain your name-based Texas criminal history information from the Texas Department of Public Safety. Once the evaluation is complete, TEA staff will send you an evaluation letter advising of your potential eligibility for educator certification. The determination of eligibility is based in part on the information you provide to the agency. Therefore, failure to provide complete and accurate information may result in an inaccurate criminal history evaluation.
If you were previously charged with a crime and have questions about your eligibility for a Texas educator certificate, it is in your best interest to submit a requested to TEA for a "Preliminary Criminal History Evaluation". The evaluation will be based solely on the name-based Texas criminal history report and the information that you provide to TEA (self-report).
